Telcos are often challenged by the limitations of a legacy copper infrastructure. It is slow, it breaks down, and it can’t keep up with current traffic demands. Reliability suffers and operating costs escalate.

However, telcos know their legacy infrastructure can be maximized without a costly and disruptive “rip and replace.” They want to undertake a phased and cost-effective evolution from copper to an advanced carrier-grade fiber solution that will enable them to expand beyond Plain Old Telephone Service (POTS).

  • Tier 1 providers, who typically have national coverage, millions of subscribers, and own all of the infrastructure necessary to deliver an end-to-end solution across a nation and interconnects with other international carriers. In smaller countries, a Tier 1 may share characteristics with a typical Tier 2 in a larger country.
  • Tier 2 providers, who are typically regional players with 50,000 to one million subscribers in the U.S. (fewer in other countries). A Tier 2 may own some aspects of its network equipment and infrastructure, but interconnects with Tier 1 provider (s) to reach the global communications network.
  • Tier 3 providers, who are typically municipal or local in scale with an average of 2,000 to 40,000 subscribers. They are defined as either ILECs or CLECs (Incumbent or Competitive Local Exchange Carriers). CLECs often lease lines from larger carriers and co-locate in the larger carrrier’s Central Offices.
